Why this happens
Copy the document to a local folder and confirm that your account can read it. If that resolves the message, the file was not corrupt and does not need repair.
When the same document fails after permission and location checks, damaged ZIP records or relationships can produce a false permission flag because Word cannot reach the package parts it expects.
