Why this happens
PDF readers navigate through object numbers and byte offsets rather than reading pages as one continuous stream. If cross-reference entries point to the wrong locations, a reader may never reach page objects that are still present in the file.
The repair first attempts a recovery-aware PDF rewrite and can also use independent PDF rewriters when available. Each output is reopened with recovery disabled and rejected unless it has at least one page. The chosen file is copied into a separate repaired PDF.
Validation establishes that the rewritten file is structurally readable and gives page and object counts. It cannot prove pixel-for-pixel fidelity, restore encrypted content, or create objects absent from the upload. Inspect the downloaded PDF before using it as an authoritative copy.
What we can and can't recover

- Files cut off mid-download or mid-save
- PDFs with a broken cross-reference table or trailer
We can't fix
- Password-protected or encrypted PDFs
- Genuinely empty (0-byte) files
- Deleted or formatted files (that's data recovery, a different job)
- Pages whose content was never written to disk
